URGENT ACTION ITEM #4 - November 10, 2006
YOUR HELP IS NEEDED NOW!

Dear Friends,

I was in error about the date for the House Republican Caucus elections as stated in Friday’s Action Item. The correct date is THIS TUESDAY, November 14. The date stated in the Action Item was November 20; this is the date for Senate elections. The nearby date for House elections means that your help is urgently needed.

On Saturday (11/11) I sent an individual letter to all Republican Representatives on behalf of the PTCC and PCTA asking for their support for the slate of leadership candidates listed in the Action Item. The letter is copied at the bottom of this e-mail. It is not unusual to not receive replies to such e-mails, but I did receive two.

The first was from a Representative who supports our position: “I would suggest that your individual members need to contact their reps personally by phone and e-mail before the close of business Monday. That upsurge of grassroots support is what we will need to get us over the top. Thanks for your efforts.” As you can see, your help is needed if we are going to succeed in our efforts to reform Pennsylvania government and achieve passage of meaningful property tax reform.

The second reply was an infuriating response from House Speaker John Perzel – it is copied with the letter below (the emphasis is mine). I have no quarrel with his statement about the way the Caucus conducts its elections, although I’d like to see more openness; what I found particularly enraging was Speaker Perzel’s insinuation that the Caucus elections are none of our business. Excuse me, Speaker Perzel, but when did we lose the right to lobby our Representatives about issues that are important to us? This is OUR government and we have every right to voice our opinions about matters that affect our welfare. The kind of blatant arrogance displayed in his reply validates why a change in leadership is absolutely necessary.

PLEASE contact your Representatives before the end of the day on Monday (11/13), either by e-mail or phone, and ask them to support meaningful change with the slate of Caucus leadership candidates listed in the Friday Action Item. Please enlist the aid of your family, friends, neighbors and anyone else you feel would be willing to help and have them e-mail or call as well. We MUST have a change in leadership if Pennsylvania government is to be returned to the people.

Dear Friends,

The 2006 state legislature elections are now history and, everything considered, the results were favorable for our goal of school property tax elimination. Supporters of the Plan For Pennsylvania’s Future (HB2929) from both parties were elected in the Pennsylvania House and Senate and we have good reason to be hopeful that this bill will be approved during the upcoming legislative session.

A key issue in moving the Plan For Pennsylvania’s Future forward will be the makeup of the leadership of the Republican and Democratic Caucuses. The current leadership from both parties has been obstructive to property tax elimination and if we want to see change they will have to be replaced with those who are more willing to do what is right for Pennsylvania taxpayers.

Sam Smith, the current Republican Caucus leader, through his inaction and negative vote on the bill, aided in the defeat of the tax elimination plan in June 2006. Further, he voted for the enactment of Act 1, the bogus property tax relief bill passed at that time. He is not a friend of property tax elimination and should be removed from the Republican Caucus leadership position.

David Argall, Republican Whip, is a co-sponsor of the Plan For Pennsylvania’s Future and voted for the plan in June 2006. His retention in this position would not necessarily be negative for our goal.

William DeWeese, the Democratic Caucus leader, is a strong opponent of property tax elimination. In June 2006 he voted against property tax elimination and voted for Act 1. He is not a friend of property tax elimination and should be removed from the Democratic Caucus leadership position.

Mike Veon, the Democratic Whip, was a rabid opponent of property tax elimination and the reported architect of the opposition to the elimination bill in June 2006. He was defeated in the November election, so no action is necessary.

URGENT ACTION ITEM: The Caucuses will convene next Tuesday (11/14). Please contact immediately, by e-mail, letter, or telephone, your newly-elected Representative and ask him or her to please vote for caucus leadership candidates who will support genuine reform for the people of Pennsylvania.

Based on their votes for property tax elimination, we think that the following Representatives who have already announced their candidacy will be helpful in Caucus leadership positions:

Republican:

Caucus Leader: Representative Curt Schroder
Caucus Whip: Representative David Steil

As of this writing the Republicans appear to have retained control of the House. There is still one very close race in Chester County that will not be decided until next week, but the Republican candidate in that race is currently is leading by nineteen votes. For the moment we will have to assume that this lead will hold and the Republicans will retain control of the House. If this lead does hold, the Committee leadership positions will also be an important factor in having property tax elimination legislation passed. Therefore, the PTCC is also requesting that Republican legislators elect Representative Sam Rohrer to the Appropriations Committee Chairmanship. This is a very powerful position and one that could strongly affect the passage of legislation for school property tax elimination. All three of these leadership candidates are co-sponsors of the Plan For Pennsylvania’s Future.

The Democratic Caucus is in turmoil with the unexpected defeat of Minority Whip Mike Veon and will probably see some sort of leadership shake-up. It would be to our advantage to voice support for Democratic leadership candidates who are friendly to our position, but so far no one has announced their candidacy for the positions. Democratic Representatives who would be helpful to us in leadership positions would be Tom Yewcic, Tom Tangretti, and Kathy Manderino, but none of them have yet announced. I will send another update when information is available about the Democratic Caucus leadership candidates.

Below you will find a sample letter to Republican Representatives. Please feel free to copy and paste to use it as written or personalize it if you wish. It is important to include your name and address as part of your letter; otherwise it may be ignored. I will send another sample letter for the Democratic Representatives when I have more information about their candidates.
